A statistical correlation study of 5 years
of data (2012-2016) for a typical
residential account showed that water consumption was about 16 times more significant to customer cost than
EID rates.
Correlation coefficients:

0.966, cost/consumption correlation:  Very strongly related.
0.238, cost/rates correlation: Weakly related. 

Coefficients of determination:
--  93.3% of cost due to consumption
--   5.7%  of cost due to water rates.
--   1.0%  of cost due to other factors.
